Kansas City District Test Note inking error note. This occurs when the printing plates are flooded with excess ink to test the printing press at the beginning of each shift. These “test” sheets are earmarked for removal and destruction. However, a few of these overinked notes do escape into circulation. This is a nice example with moderate overinking.
