The obverse features the portrait of Treasury Secretary William Windom in the center. The reverse design has the denomination and obligation text centered in distinct scalloped designs. The inking is bright with nice eye appeal and the paper has a fresh crisp appearance. A lower right corner fold is the only noticable signs of circulation. Clearly worthy of the EPQ designation.
